SImple answer is yes
The Oxygen sensor measures and tells the computer about how the engine is running.
If the sensor is so bad the computer turns the light on it is very bad, the computer knows it is getting bad information and goes into a program designed to allow you to drive it in for repair.
Over a long period (thousands of miles) the engine will suffer extra wear due to this.
Should be the rearmost O2 sensor in bank 2. Use a wrench or O2 sensor socket to get it out. Unplug it first from the harness so it doesn't get all twisted and damage the plug on the car's harness.

The O2 sensor on a 2000 Hyundai Elantra is removed by disconnecting the wiring harness and unscrewing the sensor from its housing. It can then be removed from the vehicle, inspected, and replaced if needed.
