All businesses, including the army require goods and services in order for the organisation to function. The army requires uniforms for it's soldiers, food and ammunition, and battle equipment. The procurement officer would understand what the army requires: what quantities and when, and then he would purchase these items from companies that make or sell these items. In other words, procurement is identifying the needs of any organisation, and purchasing the required items.
