The first time I found the use was when you get to level 35 and do "Consigliere" job "Move Stolen Merchandise". You will need two for that job!!
It allows you to do the job, "Drug Smuggling at Sea" at level 99. On Mafia Wars the speedboats are for Level 99 when you unlock the job "Drug Smuggling at Sea".
