The star is the makers mark and "ti" is titanium metal. What the ring is made of.
I just bought a ring with that stamping. It shows who the maker is. My ring is a gold with opals. What I don't know is who that maker is, does anyone?
Not
The most likely name on a ring with the letter L is Love
The 10k means 10 parts gold with other metals. It is not pure gold. The star is the company icon.

1748 AR is 14k gold most likely white. But I cant say only white for sure. Ive only seen it twice on a ring and on a bracelet I own. Im guessing there is also a star somewhere by the numbers or lettering. Its the star from the U.S.S.R. Its Russian.
Star Gold "could" be the brand! 925 used mostly on silver items!
