in Windows 7 I believe you must have Administrator priveldge to install hardware Windows 7 starter home basic and Home Premium

Windows 7 Professional Enterprise and Ultimate you must also have administrator privledge and local security must grant Administrators to add hardware

Windows Vista same thing as Windows 7
