Yes, the Action Replay should work for all games. Some games, however, have little to no codes. You would have to wait for an update from Codejunkies, or you could create your own codes by using the "Trainer's Toolkit", which can be bought on Codejunkies.
To make action replay codes for not only LoZ: Phantom Hourglass, but for all games, go to http://us.codejunkies.com/Departments/DS-and-GBA.aspx, and buy the NDS Trainer Toolkit. You can then be able to make your own codes for a wide varaity of action replay codes! Thanks for asking!
