It depends on the animal shelter, how they handle it when they get full. Some shelters euthanize or put to sleep more animals, even the adoptable animals. Other animal shelters only euthanize the unadoptable, untreatable animals, and they try to find additional foster homes for their current animals, and if necessary, stop admitting additional animals temporarily. If you ever turn over an animal to an animal shelter, be sure to ask what that shelter's policy is if they get too full or can not find a home for or locate the owner of an animal within a certain time. You may want to consider only turning in an animal to an animal shelter who won't euthanize them too hastily or unnecesssarily.

There are way too many unwanted animals in the world. 3. Not ever buy animals from a pet shop. 4. Don't give a person an animal as a gift. The person may not be able to take care of it, and may abandon it. 5. Take action when you see a stray animal. 6. Give money to an animal shelter. 7. Work in an animal shelter. 8. Tell the police if you know of somebody that abuses his or her pet.
The animal shelter is able to take care of animals because it may be funded by the government, or donations are given to the shelter by a community. The way shelters care for animals is they take them in when someone has to move and can't take the animal. If someone turns in a stray they will work to return it to it's owner's. If someone brings in a pet that is sickly but not there's, they will heal and treat it, then adopt it out unless claimed. And only sometimes they will respond to emergency calls, for example: a call comes in about a house with too many cats, or say, a dog abandoned for 2 weeks. Then if the shelter does rescues they'll seize the animals with a warrant, others wise they can't and won't do anything.
