The '99 has more bolts. If you have the lower intake also, you can swap the whole thing. The upper alone wont fit. Intake issues are very common for these cars.

first a cold air intake helps, you may also be able to buy a chip for it but im not sure, the chip overrides the cars computer allowing your cars engine to perform like it should and the different intake allows your motor to get more air.
