One pound of gold is 12 Troy Ounces. How much 1 pound of gold is worth is another question and depends on the current Spot Market price of gold per Troy Ounce.
This saying means that somebody can promise a lot, but do nothing. Or a person could do a little without promising anything. So the one who actually did something (performance) is worth at least as much as a bunch of promises. I imagine that this saying (and the one about an ounce of prevention is better than a pound of cure) comes from weighing and valuing metals, such as gold, silver, etc.
No....the AV pound is heavier. The Troy ounce is heavier than a AV ounce but there are only 12 troy ounces in a Troy pound compared to 16 in a AV pound. There is an old joke...What is heavier, a pound of Gold or a pound of feathers...? The pound of feathers... Because the troy pound of Gold is measured in Troy...which has a lighter pound.
