The antenna relay is on the power antenna itself(in the trunk.) a wire goes from the radio harness to tell the antenna there is power to the stereo and then the antenna goes up when it gets that signal(just by the 12volts going to the relay.)

I don't believe there is a relay. When you turn on the power to your radio the antenna should go up and down when you turn off the power. If the antenna is not doing just that, then the antenna motor is bad.
The car did not come with an antenna. It uses an antenna embedded in the rear window
The relay for the power antenna on a 95 jeep grand Cherokee is located inside the glove box. You have to remove a panel that is in the "floor" of the glove box and there are several relays in there. There are 6 small relays and 6 large relays, the antenna relay is the top left large relay.

There is a relay to your power antenna that signals the Factory preamp to turn on thus sending power to your rear speakers. If you look in your trunk and the wiring to the power antenna if you short these out your speakers will come on.

The wiring diagram ahows that the power feeds the motor all the time but its turned on by connecting the negative side on thru a relay. if a short is found in the wire and it grounds out then the motor will try and run. So either a wire is grounded between the antenna and the relay. Or the relay could be bad.
Most are mounted on the side of antenna itself..If its not the relay look up Metra and get a universal for under $30. They work for years. I put one in my car 4 years ago. Its still working great.
Behind the passenger seat in the storage compartment is a tray. Lift the tray and you'll see the jack. Forward in that space is the relay.
First physical pull the antenna all the way up, clean the antenna very good with a degreaser, then lubricate it with a silicon spray. Open the trunk, unplug the power to the antenna, start your car with the radio turned on, stop the engine, plug the power source to antenna back in. Try it now, if you still have the same problem, either the relay is stuck and needs replacing or the antenna motor is shorted and needs to be replaced.
