Yes, Mr. Graham does believe in the baptism of the Holy Spirit, but not in the manner of the Pentecostal, Holiness, Church of Christ, etc. It was/is the Church that was baptized(anointed) and not particular individuals. In order to participate in the power of this anointing one has first to be saved and then to become a part(member) of God's Church, the Church of the Lord Jesus Christ.

Most Christians believe that if you don't believe that Jesus is the savior, then you will go to hell. This concept is changing, however, as people realize that a God that would doom 2/3 of the world's population to hell is not very loving! Some denominations of Christianity are open to the possibility of other paths to salvation. Even Billy Graham has alluded to this possibility.
