You probably have a warped rotor(s). Machining or replacement of rotor(s) is necessary to eliminate that.
If you mean the red " BRAKE " light in your dash is on , that means that the brake fluid level in the brake master cylinder located in your engine compartment ( on a Ford Taurus ) is LOW ( or that the parking brake is on )

If you mean " ABS " , that is the Anti-lock Brake System
If the brake light in your dash is on , either the BRAKE FLUID LEVEL in the brake master cylinder in your engine compartment is LOW or your parking brake is on
If you mean (brake light) switch, the answer is yes. It is located at the top part of the brake pedal assembley.
If you mean when you are coming to a stop, and press on the brakes, you feel a vibration- this most likely means that your brake rotors are warped and need to be turned. If you mean you are already at a full stop, in idle, and you press the brake and feel a vibration- it may mean a vacuum problem in the engine or something like that. So it depends- is it your brakes vibrating, you feel it in the pedal? Or is it your engine suddenly running rough and the whole front end of the car shakes?
If you mean the " BRAKE " light in your dash it's just under the " 0 " on your tachometer
If the " BRAKE " warning light comes on in your dash either the BRAKE FLUID LEVEL IS LOW in the brake fluid reservoir located in the engine compartment of your 1995 Ford Mustang or the parking / emergency brake is engaged
