The Declaration of Independence
the American people. I would have to disagree with that statement. Most of the Colonisits were not literate at the time that the Declaration was written, so they could not read it. I would have to say that the Declaration of Independence was addressed to the Parliment and the King of GB.

The Declaration of Independence names King George III, through Parliament and "his Governors" (although Parliament was not under his direct control, it typically did not pass laws he opposed).
Parliament
No... the Declaration of Independence was a statement of succession as well as a list of grievences committed against the colonies by the british Parliament and monarch.
The word Parliament is not in the Declaration, but it is referred to in two sections, the latter of which addresses the British people as a whole, saying :"We have warned them from time to time of attempts by their legislature to extend an unwarrantable jurisdiction over us."
