One of your anti-lock brake wheel speed sensors is malfunctioning. It could be as simple as a bad connection, or mean that you need to replace the wheel speed sensor. Incidentally, the wheel speed sensor is built into the hub on 1998 Malibu's, and therefore, the entire hub must be replaced. A do-it-yourself-er should be able to do it without any special tools, but might be pretty time consuming. I would recommend getting quotes from local mechanics. The hub assembly should be around $80-$120 at most auto parts stores, but dealers are always higher. An experienced mechanic should be able to do the job in about 2-3 hours or less.
