Fasting in the month of Ramadan helps with self-restraint. ie. the person fasting has to refrain not only from eating during the day, but also drinking, intercourse, and the person is also meant to refrain from swearing, or committing any bad deeds etc.

This is not only practised by afghans, but by all Muslims
