Fiscal conservatives are in favor of a balanced budget and less government spending. In today's political climate this means a reduction in the national debt, along with fewer government services, probably including higher taxes to pay for commitments already made.
Sometimes people of a conservative bent may actually be less fiscally conservative than more liberal people. That is because conservatives will dedicate more of their budgets to the armed forces and law enforcement, sometimes unbalancing the budget in the process. A more politically liberal person may actually be fiscally conservative if they are in favour of balancing the budget and reducing government spending by slashing the defence budget.

This isn't entirely the case. Republicans make up a large segment of the population and as such there are different views within the party. In general, Republicans aren't fiscally conservative, because they are willing to decrease taxes before they decrease spending, leaving the government with shortfalls or deficits, thus causing long term problems with the debt. Many are willing to provide corporate subsidies for different industries arguing that it will 'broaden the base' and be 'revenue neutral', when the reality is that these are overzealous estimates and they show lack of imagination as to how the finances will be adjusted to avoid these new taxes.
