I'm guessing this is from Ouran High School? Ahaha. Anyway, Hitachiin, 常陸院, literally means:
常=always/constantly
陸=earth
院=place
However, its origins are thought to be in Ibaraki prefecture, where there is a place called 常陸[Hitachi]. Unfortunately, there is almost no one with Hitachiin as their family name in Japan.
