Drought Relief Service was created in 1935.
In 1935, the federal government formed a Drought Relief Service (DRS) to coordinate relief activities. The DRS bought cattle in counties which were designated emergency areas, for $14 to $20 a head. Animals unfit for human consumption - more than 50 percent at the beginning of the program - were destroyed. The remaining cattle were given to the Federal Surplus Relief Corporation (FSRC) to be used in food distribution to families nationwide. Although it was difficult for farmers to give up their herds, the cattle slaughter program helped many of them avoid bankruptcy. See the related link below.

Not sure what you want to know. Some particular drought may have some particular problem associated with it, but , in general, a drought is an extreme shortage of water. Water is necessary for crops , animals and humans. In a severe drought, crops dry up, farm animals would die, if not killed for food. People would die, but they generally migrate to seek water, or else relief agencies bring them water. Drought cause food shortage and make sanitation difficult. Lack of sanitation leads to disease. Countries where drought are common often suffer from poverty.
