By marked, I gather you mean how is each individual bill identifiable from the others. That is done by a serial number printed twice on each bill.

It means something is marked for future processing, or marked to catch a supervisor's attention.
Well if your talking about a federal bill then it is an idea that a state came up with and is the thing that comes before a law but it could also mean a bill that you have to pay.
