How do you combine two or more circuits to achieve greater amperage ie. combine two 20 amp circuits to achieve a 40 amp circuit?

If you mean "combining circuits" as in connecting two or more circuits in parallel, this is only allowed by the National Electrical Code when the wires are at least size 1/0 (about 150 amps) You are not allowed to parallel conductors smaller than 1/0 If you meant something else, you need to clarify the question

Can the heater core be bypassed until a replacement can be made?

yes the heater core can be bypassed by connecting the heater hoses together

You bypassed the heater core on your 1996 s-10 and the normal operating temp has increased from about 195 deg to 210 any ideas why Is 210 deg ok or should a change from the 195 deg thermostate down?

you may have restricted the flow or something, depending on how you bypassed it. I have bypassed my 96' s-10 and have not noticed any temp. increase. It doesn't act like a radiator until you actually have the heat on so it shouldn't affect the temp anyways. So for a fix I would say replace the heater core, or make sure you don't have any restrictions where you bypassed it.

Can steering column be bypassed to rewire turn signals in 89 Chevy Corsica?

The steering wheel cannot be bypassed to rewire turn signals in a 1989 Chevy Corsica. The switch for the wires is in the steering column. If the steering wheel were bypassed, the wires would not be connected to the switch.
