It really all depends on what you mean but "just lovers." If you two are nothing but friends and they tell you that, it may not be because they want you to take things to the next level. They're asking you that because deep down they're afraid you're going to replace them. It's a psychological question because they want to know what exactly it is you're thinking. If you're just friends respond by saying, "meeting someone else won't change anything between us or about us." Make sure your friend knows that they mean a lot to you and it doesn't matter if you meet someone or get serious with someone some day.
Now if you two are friends with benefits and you know you both like each other, at that point it could mean the other person is ready to be more then friends, but don't take my word for it. If your guy friend tells you that and you know he likes you, let him come to you, because don't assume the conclusion.
