It means that you may have had some skin to skin contact with some one that has herpes (ie kissing some one with a cold sore which is oral herpes or having intercourse with some one that has genital herpes) but you didn't contract it.

You're not always doomed to get herpes if you happen to have sex with some one that has it, or if you kiss some one while they have a cold sore. But there is a higher risk of contracting it if you were exposed to herpes while some one was having any symptoms or a break out.
