When people stare, the initial reaction is to feel uncomfortable, even though you may have feelings for this person. Also, you may like this person subconsciously and not know it. Dreams are also a way for your mind to go through the events of the day, so if you noticed this person staring a lot and you felt especially uncomfortable, your mind might interpret these events into a dream, even though you don't want the dream to come true.

The dream could be your mind's attempt to get your attention regarding something that needs to be done, relative to something you rather dislike.
