Generally I'd say it means that you have desires that you don't feel ae right or appropriate for your real-self and so allow the creation of a twin-self so that they can act out the portions of your desires that you don't feel you can do yourself.

If the dreamer merely saw girl twins, as opposed to giving birth to girl twins, the meaning would be quite different. The dream could be wish-fulfillment for a young person hoping to begin a family, but for a different person it might be related to work assignments or lawsuits. The emotional tone of the dream is as important to interpretation as the dreamer's own real-life situation.
