A formal letter can be sent with a return receipt request to make sure a person receives it. An email does not have a definite source unless the IP address of the sender is tracked. if you have requested a 'read receipt', then you will get an email confirming that it was opened ONLY IF the recipient consents to the request for the receipt. if you did not request a 'read receipt', then you cannot know if the email was opened unless the recipient responds.
