You can't create your own images for the Pokemon or attacks (Though there maybe developments in the future allowing you to do so). But you can make Pokemon mashups with Pokesav. In the Pokesav program you can choose what level, the name, and attacks for the Pokemon. As well as many other stats. There is no current way has to how to change your name other than restarting the game from scratch at the moment. But usually there is a pokesav that is released each time a new Pokemon game fully comes out in all countries, providing you have action replay ds you can just use the generated code to change your trainer name and rivals name if need be, Pokesav has many other features too.
Pokesav is a save editor. It can edit things like: Your Pokemon (right down to the move set, ability, weather it's shiny or not, gender, level, etc.), name, money, mystery gift, badges, items, etc. You MUST have an action replay to enter the codes in.
