As far as I know, it's not the international sign for anything. It might mean "I've got snot on my hand; I'd better wipe it off before she notices. Hey! She can't see the back of her head! This is my chance!" Probably the best thing would be to ask the guy in question what he "meant" by it, if in fact it meant anything in particular.

∙ 13y agoDepends on the situation...the neck is a sensitive spot, could be romantic or threatening depending on the circumstance haha.
Since it's usually pretty obvious when somebody's choking you, we'll assume that it was either a romantic situation or a friendly one that evolved into a romantic one. Touching the neck is a good way of showing intimacy or attraction with a person you like.
It all depends on how this person put their hands on this lady's neck.
If he wrapped them around it and then squeezed and the girl looked like she couldn't breathe very well then you were witness to an attempted/murder and you should contact the police, like, right now.
If he gently laid them on the sides of her neck and was all sweet and stuff then you can say you were witness to a dude liking a girl.
If he was forceful about the above example then you were witness to the probably raping of a girl.
