There are several potential causes. The most likely would be intestinal worms, which are common in puppies. Other options include impacted or full anal glands, nerve irritation or simply the puppy enjoys a good scratch.
If they are scooting their bottom on the floor to scratch it, or rubbing it against things to scratch it, it could mean worms. A trip to the Vet with a fresh stool sample in a ziplock bag would be a good idea to find out. In the meantime, be sure to wash your hands and instruct children to wash their hands frequently after touching the pet to avoid transfer of any parasites to you or the children. It could also mean fleas or ticks.
If it is an itchy bottom above the tail instead of under it, sometimes that can mean fleas, skin allergy, fungal infections, ticks, or dry skin (that can also be a sign of worms or parasites). A good evaluation by a vet is the best plan in any of those scenarios.
