When dogs tuck their tails between their legs it's normally when they are fearful of something or someone and the dog is lacking in confidence.
The dogs back will most probably be arched, and his bum and head will be lowered, his tail will be down (although not tucked right under his body). He's looking at the things that are scaring him.

If a dog is laying down on its side with its stomach exposed is when they are being submissive (and/or rolling on their back).
