Not just female rabbits, but male rabbits also put their tails up. This means that the rabbit is urinating or pooping, but also when they do this, it reveals some special fur underneath their tails which, when shown to other rabbits, tells the other bunnies that there is danger nearby. Evacuate!

They're just relaxing it. Rabbits use there tails for balance so usually when they're laying down they don't need there tails to balance.
