It usually means it is scared or uncomfortable. My piggie does it whenever my dog is near. It seems to do it if it senses the presence of something big.
If they are shivering constantly than they may be cold or ill.
If they are only doing it once in a while, it is fine and natural behavior.
I'm not sure what it means, but you should take it to the vet, or just see what happens in the next day or so. :)
