depends on the situation .... where this occurs and all that but it is most likely one of four things ....
one ...It means he is watching your body and the way you use it in an attempt to see if you are sending any signals that you are interested in him. also he may be too shy to make the first move or lack the confidence to approach you.. Say hello. if you are interested. There is nothing wrong with a female starting the conversation and seeing where it goes ... just dont be a flake or embarrass the shy guy. just say hello and see where it goes.
two ... he is a guy that enjoys watching the wiggle in the jiggle and wants nothing more than to watch your breast bounce and your butt jiggle and most likely is in a relationship and wants nothing more than to enjoy the beauty of the female form as it slides on by.
three..... he is a serial murderer or rapist trying to size you up as a victim. look out!
four .....he is gay .. take him shopping and out drinking and let him become one of your buds
