We would all like to believe that he has a crush on you, likes you, or maybe even loves you, but he could just be playing with your emotions. This sort of hug sounds promising, but since I don't know whether he is a good friend, a boyfriend, or just some kid that ran up behind you and hugged you, there is no way for me to know what that means. If he was a good friend, he may want the relationship to be more than friends or he may just be very affectionate. If he was a boyfriend, obviously he likes you. If he was just some kid off the street, he's a creeper. That's the best way I can answer that question.
