he is serious and wants to see what u say back because if u say no he will play it off as a joke if you say i love you to he might come back to you later and talk some more.

I think he isn't joking. Maybe he did say it so loud because he intended for you to hear and it would be an excuse to give it to you. Take the number. I would say he likes you.
