Well it means you've lost control of the horse and let it lay down on the job and it has decided to roll. Many horses have learned that if they can lay down quickly enough they can roll over and get their rider off their back. Whenever you let your horse stop, if you feel it pawing at the ground make it move forward immediately, to discourage the horse from trying to lay down. Retraining a horse to not do this can take a lot of time.
