He doesn't know the answers to the questions or he doesn't care enough to give you an answer. If they are simple questions, he just doesn't want to answer because he likes the ambiguity or doesn't want to face the consequences of his answer.

Unlikely... simply because not every question has been asked ! People come up with new questions daily, therefore the answers database never gets 'full'.
Not to EVERY question - as there are always new questions being asked. Additionally - there might be a subject that has not been covered by a user.
If you consider answers like "That cannot be determined", "That is unknown", "The question is meaningless, nonsensical, illogical... and therefore doesn't have an answer" to be legitimate answers, then there is an answer for every question. It's not clear to me whether there is a question for every answer. It may depend how you define the word 'answer'. If answers by definition are responses to questions, then there is a question for every answer. But can every possible thing that can be imagined be the answer to a question? I do not know. There could be infinitely many of each, but there are different kinds of infinity. There are more questions than answers because not all questions that have been asked were answered, thus, questions are the majority.
As this question seems to be asked, and answered, almost every calendar day it seems strange that this question keeps be asked. Different people do have different answers to the same question. What I suggest is that you click on the 'add answer' selection on the left side of this screen and read the 'related answers' given.
Not yet.There are many millions of questions already asked and stored in the database, and thousands are added every day. Some answers take more time than others so there is often a delay between the question being asked and answered.
