He's either blowing you off, or he is legitimately busy. You'll find out soon enough which it is. Until then, do not call or contact him; meanwhile, get on with your life, have fun, remain available to other guys. He either will make good on his word to call or he's just a chump.
I can tell you this: when a someone is interested, and I mean really interested, they make themselves available to the extent that they are able regardless of how busy they are. If they aren't interested or very motivated to see you, busy becomes an excuse.
