NO. However they do have teats just like human males do, only they do not produce milk nor have the capacity to do so like their female counterparts (I'm referring to both cattle and humans here).
Only the female cattle (called cows) that have had a calf a short while ago are the ones you can milk out. Males, including bulls, bullocks and steers, you can't. You also can't milk female cattle that are dry (not producing milk) and have not given birth to a calf, no matter the age.

No, only the "female cows" do. Male "cows" are not cows. They are bulls or steers, which do not produce milk. Female bovines that have had a calf (or at least two) are called cows and those cows produce milk. Young female bovines that have not had a calf are called heifers, and they are not able to produce milk because they have not had a calf yet.
