The expression, "take a hairbrush to you" means to administer corporal punishment. Up until the 1980's, it was common for mothers in the US to paddle their children with wooden hairbrushes or other similar objects, because they were within easy reach when a child misbehaved and the mother decided that the child needed to be punished.
