If it is stuck there it means that your float in the gas tank is stuck or you have lost power between the sending unit and the fuel gauge. If you are not an experienced mechanic don't try adding power to it because you can and probably will cause the gas tank to blow up.

Its most likely going to be your carb. The needle and seat can be sticking and allowing fuel to flow all the time as opposed to when it is needed. Try to get a rebuild kit for the carb and try it again.

if the float/needle assembly do not seat properly. the gas will slowly leak past the needle and into the cylinder-then past the rings into the oil. you probably need a carburetor rebuild.
