If it is a dry cough ( no mucus, just scratching of your throat ) Than just fluids and cough drops ( it stays closer to your throat and will relieve it) If there is mucus in your chest, try a hot shower to open up it up and lots of water and, if it's allergies, benadryl . Epithelial cells in the respiratory tract protect the aveoli from infection by secreting mucus that traps bacteria and other particles. Micro villi push the mucus back up towards the digestive system in something called a "mucus escalator". In chronic smokers these epithelial cells actually change type, removing the mucus escalator function. This loss of function is the pathophysiology behind smokers cough, as they must cough up the mucus they produce.

When one says they have a Chest Cold what does that mean?
It usually means they have an upper respiratory infection,( ie a regular cold), with coughing. The virus is usually still affecting just the upper airway structures. but the mucus drains from the back of the nose down the back of the throat into the trachea and, at times, will trigger the cough response and they will cough up some mucus that has accumulated.

A genetic disorder called 'Cystic Fibrosis', maybe responsible for the over production of mucus. Otherwise, production of mucus is your bodies reaction to dust or other elements that could damage the lungs. The part of the airway that allows the mucus to move up, is called the cilia (tiny hairs that brush the mucus up away from the lungs) which may be damaged not allowing the mucus to travel up and out the airway. The cause of not being able to get rid of mucus or it being too thick could also be because of your water intake. The higher the intake, the thinner the mucus and also the more regularly the mucus is cleaned.
