There is no particular meaning to seeing an unknown person in a dream. Your mind is perfectly capable of imagining a person who does not exist at all. In other dreams, your mind might pick up the image of a person glimpsed momentarily in the media and use that image in a dream. Yet again, your mind can take various characteristics of many different people to create someone entirely new. All of these dream people are figments of the imagination. They are not real and dreaming of them does not mean that you will meet them sometime in the future.
Your mind creates these fantasies for its own reasons. Often the imagined person symbolizes some part of yourself such as your masculine or feminine self, or your creative self or your angry, vengeful self. Such dreams only illustrate your thoughts and feelings, your hopes and fears. They exist only inside your own brain and do not predict anything in the future.

In Dream Seers way, it means a person that you'll meet in the future and do whatever you do in the dream with him/her.
In a more psychological answer, it can mean you're anxious to meat someone new that can change some aspect of your life that you are not happy about.
Also that person can be several persons that you know, all mashed-up together in a physically inrecognizable way, with the most appealing traits of each one together in a brand new person.
There's also more answers to that question but I'm not a proper psychiatrist to give you all the type of the answers.
The way you lead with the dream is what will define its meaning. And I think this is the catch, in each of the answers the solution is always the same, go on and try to meet new persons and you're bound to find a person that is probably the perfect match to that person in the dream (physically, emotionally and psychologically).
