Chances are you have just discovered you actually have a neck. Inside the neck are bones called vertebrae. We are vertebrates, as we have vertebrae. Hopefully one of them is sticking out slightly and you have found such location where they normally protrude from the body. However, I would suggest seeing a doctor to determine whether or not you have cancer.
While you are there, have the doctor give you a head x-ray and see if anything shows up.
