What does it mean when your neck twitches then your forearm twitches and you can't move it for a few seconds This doesn't happen very often maybe every 3 months?

There are very few things that could be causing this. Have you seen a physician?

I think a good physical examination, an in-depth history, and some laboratory tests need to be done in trying to figure out what is going on here...

If you have had a history of other areas of your body doing something along the same history, you need to be examined. I'd hate to say something with so little information presented, and scare the heck out of you!!

This is also probably hyperthermia or a seizure. Usually its a seizure because your getting scared or hyperthermia because you are so cold.
