It means that he is very shy. You'll have to initiate the conversations. Answer It could mean different things. For example, if he did some things that weren't right or were hurtful to you he might be embarrased to talk to you afterwards. He may be shy. If you care about him and want to talk to him just let him know that you care about him and would like to talk to him and that there's no reason to be embarrased.
