Magna Drago is a Tuner monster that is capable of Tuning to any non-Tuner monster that you may have on the field. Very few Tuners have a specific requirement on what they Tune (examples are Torapart and Debris Dragon).

A "non-Tuner" monster is a monster that does not have "/TUNER" listed next to their monster type. Basically, all monster cards are considered to be "non-Tuner" as long as they do not state they are a Tuner in their card type.

A Synchro Monster is a type of Monster card kept in the Extra Deck. To summon it, you must have a Tuner monster on your field along with enough non-Tuner monsters to equal the level of the monster in question. Take Stardust Dragon for example; it's a Level 8 Synchro Monster, so you need a Tuner monster and any number of other monsters whose Level combined with the Tuner's equals 8. Then you can just send those cards to the Graveyard to summon the Synchro monster.
Simply being a Tuner does not make a monster into an effect monster - it is not specifically an effect monster subtype, unlike Spirit or Toon. There are effect monsters who are Tuners, but there are also Normal Monsters with the Tuner subtype too, these are in no way counted as effect monsters.
No, it requires a a Tuner Synchro monster, meaning a Synchro monster who is also a Tuner, such as Formula Synchron. It is not asking for a 'Synchron' monster (although Formula Synchron happens to be one too) Quickdraw Synchron is not an appropriate Tuner for it because it is not a Synchro Monster.
An accel synchro summon works when you tuner your synchro monsters with a synchro tuner monster, creating a more powerful monster. No, Shooting Star Dragon requires Stardust Dragon and a Tuner Synchro, ie a Synchro Monster who is also a Tuner, like Formula Synchron. Nitro Synchron is a regular Effect Tuner Monster, not a Synchro Tuner Monster, so is an invalid Tuner for Shooting Star Dragon. About the only way around it is to have something like Armory Arm and Lightwave Tuning to turn itself into a Tuner, and then a name-changing monster gain the name of Stardust Dragon, but either way it must have a Stardust Dragon and a Tuner Synchro with a combined level total of 10.
