This creates a a unified magnetic field. When the charged ends point in random directions they cancel each other out and it is not magnetic. You can magnetize a metallic substance (usually iron) by putting it in contact with a permanent magnet or running electricity through a wire wrapped around it. This is called a temporary magnet.
