(First Person's Answer) He Dosent evolve but he might in the 5th Generation
Kangaskan,sort of.There is a legend that says"When a baby Kangaskan's"(No.115 in National pokedex)"mother dies it becomes a Cubone."Well it's true.to prove it compare Cubone to a baby Kangaskan.Cubone is just a baby Kangaskan in a skull helmet.Marowak was suppose to evolve into kangaskan,but as you can see,that never happened.This kind of relates to the "MissingNo."theory and glitch.But I think the Cubone family was suppose to be all girls since Kangaskan is an was gonna be an evolution of the family and all are female,or vice versa.Well,there you have it.
