It means, 'We will only pay taxes that our representatives in a House or Assembly [or similar body] have approved and passed into a law.

Today it is used by residents of Washington D.C. to protest the lack of Congressional representation for the district. Washington D.C. does not have Congressional representation because it is neither a state, nor part of a state. There are initiatives in Congress to try to provide D.C. with representation.

It means a government does not have the right to tax a group of people without them being represented in the government.

No taxation without representation means that the people are being taxed by a government that did not represent them.

It means, 'We will only pay taxes that our representatives in a House or Assembly [or similar body] have approved and passed into a law.

It also means that if you pay taxes, then you are entitled to have a say in how that money will be spent (i.e., to have a vote in the elections of the representatives with the fiscal powers.
