Modding = modifying. Means changing it in some way.

no its illegal to mod at world at war. you can get banned for modding for the 360 and ps3. modding is legal on the pc version
Modding GTA: Episodes from Liberty City on PS3 is quite complex due to the console's closed system and lack of official mod support. Unlike PC, where mods can be easily installed, the PS3 requires jailbreaking, which can void warranties and lead to bans from online services. Additionally, modding can risk damaging your game or console. If you're interested in modding, it's safer to consider doing so on the PC version of the game, where modding communities are more active and tools are readily available.
Submarines can only be available with modding. Basically, no.
the ps3 is better than the ps3 cause visuals
It could,possibly. :)
, allow me to begin by saying that i am a xbox 360 modder and i only know so much about ps3 modding. However, the term is modding. hacking refers to stealing account information. it is possible to hack mw2 - in fact it is possible to get 10th prestige on it. youtube search it :)
You must have a PS3 with Playstation store account and purchase it from them with the complete MW3 DLC
There is modding software on the Internet to do that it is refered to as a MW2 name generator
You should buy it on PC so that you can mod the game.
Obviously, but they stopped monitoring Black Ops since MW3 was released. So it's ok now.
Unfortunately game mods are generally limited to PC users only, as the modding community and modding tools are for the PC versions of games only. Thusly, I wouldn't expect to find any mods forany console version. With the recent PC hacks however I hear they have been able to install Linux Os's to the PS3 though, whether that will enable the mods to branch to PS3 games or not remains to be seen.
